Tobacco Control

The Tobacco Education and Research Oversight Committee (TEROC) provides programmatic and budgetary reports on Proposition 99 tobacco control efforts to the California Legislature with recommendations for any necessary policy changes or improvements. The committee also advises the California Department of Public Health, the University of California, and the California Department of Education regarding the administration of Proposition 99 funded programs.

TEROC publishes a Master Plan for tobacco control efforts, tobacco-use prevention education, and tobacco-related disease research in California every three years. The most recent report was published in 2012.

      The TEROC objectives for Prop 99-funded tobacco-related research are to:

  • Raise the Tobacco Tax
  • Strengthen the Tobacco Control Infrastructure
  • Achieve Equity in all Aspects of Tobacco Control among California’s Diverse Populations
  • Minimize the Impact of Tobacco Use on People and of Tobacco Waste on the Environment
  • Prevent Initiation of Tobacco Use
  • Increase the Number of Californians who Quit Using Tobacco
  • Minimize Tobacco Industry Influence and Activities
