Initial Award Abstract
Reducing youth access to tobacco products from retail stores is an important component of comprehensive programs to control tobacco use by youth. California State laws prohibit the sale or distribution of tobacco products to minors under the age of 18 (Penal Code ยง 308 (a) and the STAKE Act). Since enforcement of these laws is carried out by local enforcement agencies and supplemented by local efforts and funds, illegal tobacco sales to minors may vary from one community to another. Also, there are store and community-level variations in retail prices that may affect economic availability of tobacco products to youth. However, the extent to which communities in California differ from each other regarding illegal tobacco sales to minors and cigarette prices is unknown. Also, little is known about their relationship to smoking by youth and to various community-level characteristics. To address that, the proposed study will answer three important research questions: (1) Determine rates of illegal tobacco sales to minors by retail stores and cigarette prices in 50 California cities. (2) Determine if differences in illegal tobacco sales to minors and cigarette prices are related to community factors. These factors include population density, SES (e.g., median income, percentage in poverty), tobacco outlet density, ethnic composition, community disorganization, and community smoking norms. (3) Determine whether illegal tobacco sales to minors and cigarette prices are associated with differences in youth smoking, smoking-related problems and changes in smoking behaviors over time. The results of this study will inform policymakers regarding at risk areas for illegal cigarette sales to minors and the effectiveness of local ordinances in restricting youth access to tobacco. These findings will thus help policymakers make decisions regarding allocation of scarce prevention resources. In addition, it will set community norms, and directly deter youth smoking.
